Part 1: Purpose
To establish consistent practices in the implementation of the Postsecondary Enrollment Options (PSEO) program at Lake Superior College.
Part 2: Definitions
College in the Schools (CITS)
A college course made available through the PSEO program offered at a high school site.
PSEO by contract
An agreement between the college and a school board or governing body that covers the costs of PSEO courses.
Part 3: Admission Requirements
Subpart A. Eligibility Standards for 11th and 12th grade students
PSEO participation must be available to 11th and 12th grade students who are enrolled in a Minnesota public or nonpublic high school and present evidence of the ability to perform college-level work. Such evidence includes the following:
- For 11th grade students, class rank in the upper one-third of their class or a score at or above the 70th percentile on a nationally standardized, norm-referenced test (e.g. ACT, SAT, Pre-ACT, etc.); or a high school GPA of [3 .0 GPA];
- For 12th grade students, class rank in the upper one-half of their class or a score at or above the 50th percentile on a nationally standardized, norm-referenced test (e.g. ACT, SAT, Pre-ACT, etc.); or a high school GPA of [2.5 GPA]; or
- For 11th and 12th grade students, documentation other than that specified in 1 and 2 of this subpart, that demonstrates the student’s readiness and ability to perform college-level work as determined in college or university policies and procedures.
Subpart B. Eligibility standards and access for 9th and 10th grade students
These students must meet at least one of the following standards.
- Rank in the upper one-tenth of their class, or
- Attain a score at or above the 90th percentile on a nationally standardized, norm-referenced test, or
- Have a favorable recommendation from a designated high school official to enroll in college or university courses.
Eligible 9th and 10th grade students may only enroll in a course offered through concurrent enrollment or through PSEO by contract under the following conditions defined in Minn. Stat. 124D.09, Subd. 5b:
- The school district and the eligible postsecondary institution providing the course must agree to the student’s enrollment; or
- The course is a world language course currently available to 11th and 12th grade students, and consistent with Minn. Stat. 120B.022 governing world language standards, certificates, and seals. Indigenous languages and American Sign Language (ASL) are eligible under this provision.
Subpart C. Exception for 10th grade students and Career and Technical Education PSEO courses
Notwithstanding the eligibility standards established in Part 3, Subpart B of this procedure, Minn. Stat. 124D.09, Subd.4(b) requires a student who is in 10th grade and has attained a passing score on the 8th grade Minnesota Comprehensive Assessment in reading and meets any of the other course prerequisites or course enrollment standards established by the college, including but not limited to assessment test scores, program admission, or other requirements, may enroll in a career or technical education course at a system college.
If the student receives a grade of C or better in the course, the student must be allowed to take additional courses in subsequent terms including, but not limited to, career and technical education courses.
A current 10th grade student who did not take the 8th grade Minnesota Comprehensive Assessment in reading may substitute another reading assessment accepted by Lake Superior College.
Part 4: Process for enrollment into PSEO
Subpart A: PSEO and PSEO by Contract
- The PSEO Program offers high school students the opportunity to take Lake Superior College courses through individual enrollment.
- High school students must meet PSEO eligibility criteria as verified by the high school counselor.
- LSC will coordinate with individual partnering high schools on the enrollment process for PSEO by Contract.
- PSEO Deadlines for application:
- Fall priority date: May 30** / Fall deadline: Friday before Fall Semester classes begins.Note: Your school district MUST be notified by May 30th and may uphold this deadline, even if LSC has a later deadline.
- Spring priority date: December 1 / Spring deadline: Friday before Spring Semester begins.
- Complete PSEO application includes:
- Lake Superior College Application for Admission;
- PSEO Program Notice of Student Registration;
- High School Guidance Counselor or Home School Parent Form;
- High School transcript;
- Official transcripts from any previous colleges attended (if applicable).
- Course Placement Requirements – Students must meet individual course placement requirements.
- PSEO students shall not enroll in developmental courses (courses numbered below 1000).
- PSEO students who wish to continue at LSC after their high school graduation must contact the PSEO advisor to re-apply and submit a final high school transcript complete with graduation information.
Subpart B: College in the Schools Program (CITS)
- Concurrent Enrollment high school students may take college level classes taught by high school instructors as part of the regular high school curriculum through an agreement with the high school.
- High school students must meet the CITS eligibility criteria as verified by the high school counselor.
- LSC will coordinate with individual partnering high schools on the enrollment process for CITS courses.
- Course Placement Requirements – Students must meet individual course placement requirements.
- CITS students who wish to continue at LSC after their high school graduation must contact the Student Services Center to apply and submit a final high school transcript.

History: Process and procedure language was previously included in Policy 3.5 and was insufficiently detailed. New Procedure 3.5.1 created to clearly detail process for enrollment in PSEO or CITS.
