Part 1: Access to Public Information
This procedure is designed to assist interested parties in obtaining public information from Lake Superior College (LSC). Provided are contacts for access to institutional public information, and how a request can be made. The College’s goal is to respond to requests for public information in a timely and efficient manner.

Part 2: Public Information Requests

Subpart A: Principles

– Any member of the public is allowed to view public information without charge.

– Physical viewing of public information will be at reasonable times and places.

– Viewing does not include receiving copies of information unless providing a copy is the only way for the College to provide viewing.

– Viewing may include remote access to download data via one’s personal computing devices. In some cases, per Minnesota Statute 13.03, Subd. (e), the College may charge for such access.

– The College will provide access to public data in a reasonable manner. The institution cannot be expected to provide requested information immediately.

– The College is not obligated to provide data that it does not keep.

– Upon request, the College will provide copies of public data per the MN Data Practices Act or other applicable laws.

– Per MN Statute 13.03, Subd. 3 (c), the College may charge $0.25 per page for copying services and the cost of employee time to research, gather, reproduce, and distribute the requested information.

– Individuals are not required to identify themselves unless the College needs such information for purposes such as transmitting data, or clarifying the request. The reasons for a request do not have to be disclosed.

– Upon request, the College will explain the content and meaning of any data requested.

– Public data stored electronically, but requested physically, will be provided if reasonably possible at a cost. The College is not obligated to provide data in a format or program different from institutionally stored.

– If the College deems that the data requested is not public, notification and rationale will be provided in a timely manner.
