Section IV: Student Rights and Responsibilities

Drug- and Alcohol-free Campus

  1. Lake Superior College prohibits the unlawful possession, use, or distribution of alcohol or drugs at any college-sponsored activity or event on or off campus.  Refer to the Student Code of Conduct – Policy III.6.
  2. Risk Factors Associated with the Use and Abuse of Drugs and/or Alcohol
  3. It is impossible to list all the effects of drugs and alcohol.  The use and abuse of these substances can break families, destroy careers, and limit educational opportunities for a better life.  Our desire is for all members of the LSC community to act responsibly.
  4. Alcohol is currently the most abused drug in the United States.
  5. Alcohol is a drug that acts on the brain.  It is potentially addicting, both physically and mentally.
  6. Alcohol abuse is drinking which harms or endangers the drinker or other people.
  7. Alcoholism is a disease characterized by a physical and mental dependence on alcohol.  About one in ten drinkers become alcoholic.
  8. Alcohol consumed in heavy amounts over a period of years can result in damage to health.  It can cause malnutrition; brain damage; cancer of the mouth, stomach and esophagus; heart disease; liver damage; ulcers and gastritis, as well as damage to other body organs.
  9. Prolonged excessive drinking can shorten the life span by 10-12 years.
  10. Drug abuse is a major problem that results when drugs are used improperly.
  11. Drug abuse is using natural or synthetic chemical substances for non-medical reasons to affect the body, mind, or behavior.
  12. Abusing drugs can be dangerous, especially when they are taken for a long time or they are used in the wrong combination or excess.
  13. Taking drugs involves a risk of overdose and dependence, both physical and psychologi-cal.
  14. Long-term drug abuse can lead to mental illness, malnutrition, and organ damage.
  15. The risk of AIDS, hepatitis, and other diseases increases if drugs are injected.
  16. Drugs cause individuals to lose control.  These individuals may do things beyond their abilities and may take foolish risks.  Accidents and injuries to users and others can result.
  17. The 1998 Higher Education Reauthorization Act has a provision that denies financial aid to students who are convicted of a drug offense.  See your Financial Aid Officer for more details.
  18. Individuals who use drugs often need help.  Breaking a drug habit without outside help can be both dangerous and difficult because of withdrawal symptoms and psychological need.

Students are encouraged to contact an LSC counselor to seek assistance with problems related to drug or alcohol use.

Emergency Calls

Emergency messages may be taken for students for medical and life-threatening situations; however, Lake Superior College does not claim any responsibility for messages that are not deliverable.  It is often difficult to locate a student on campus, and the college does not have the resources to provide a personal message service for students.

Students with school-age children or children in day care should arrange for a relative or friend to serve as their emergency contact phone number.  Students who may be new to Duluth or who may not have friends or relatives to list as emergency numbers should talk to a counselor about alternatives.

Procedure on Polices

Any member of the College Community may submit proposals to create new policy or revise existing policies by following the procedure list below:

  1. Individuals interested in forwarding a policy proposal should contact the chair of the Policy Committee (Vice President of Student Services) to discuss their proposal and ensure inclusion on the Policy Committee’s agenda.
  2. The policy draft should be given to the Assistant to the Vice President of Student Services who will properly format the document before being forwarded for the Committee’s review.
  3. The Policy Committee will review the proposal and decide if it falls within the parameters of the Policy Committee, or if the request should be forwarded to another committee to utilize their expertise and representation to draft the policy.
  4. Once approved by the Policy Committee, the proposal is forwarded to the Faculty Association and Executive Council for review.
  5. The proposal is forwarded for review at Shared Governance with all constituent groups.
  6. If significant revisions are suggested or concerns raised about the policy proposal, the matter shall be referred back to the Policy Committee.
  7. If no significant changes are suggested, a final draft of the policy shall be prepared by the Assistant to the Vice President of Student Services utilizing the proper, uniform format required.
  8. The final version is forwarded to the President for signature. A copy of all approved policies will be maintained by the Assistant to the President.
  9. Approved policies affecting students will be included in the Student Handbook.
  10. The Director of Human Resources will receive a copy of the approved policies affecting employees for inclusion in the Employee Handbook.
  11. All new or revised policies shall be posted to the policy web page on Lake Superior College’s web site.

Smoking

Lake Superior College is a smoke-free building (Minnesota Clean Air Act of 1988); smoking is prohibited in the building.  Individuals who want to smoke on campus may do so at desig­nated smoking areas.
